Tyumen Oblast unites three equal subjects of the Russian Federation: the oblast proper and the territorially included Khanty-Mansi and Yamalo-Nenets Autonomous Okrugs. Each represents an economic zone with a priority development sector — oil and gas extraction in the north, a diverse industrial network in the south (agro-industrial complex, machine building, timber extraction and processing, light industry, construction industry, electric power generation, oil extraction and hydrocarbon processing). Tyumen is a powerful transport hub on the Trans-Siberian Railway with main oil and gas pipelines. The city has substantial research and university potential, and a favorable social atmosphere.
In recent years, significant steps have been taken by the oblast administration in supporting the economy and integration with the autonomous okrugs. Major production sectors and agriculture are being financed. Programs to support machine building and light industry have been developed.
In 2002, the region recorded outpacing growth in wages, population income, and consumption volumes. The unemployment level decreased. Consumer goods production and public services are developing. The housing and road construction indicator in the oblast remains among the highest in Russia.
Oil production levels are steadily growing, the timber industry complex is developing, as well as construction materials and food production. By volume of agricultural production, the oblast ranks first in the Ural Federal District. A new meat cattle breeding industry is being created.
One of the priority directions of the administration's work is social protection of the population. In 2002, about 30 million rubles were allocated for targeted programs for the revival of Tobolsk and Yalutorovsk, the program "Museum and Society".
Tyumen Oblast is among the top three leading regions of Russia by foreign trade turnover volume. Among the main counterparty countries are Germany, Poland, Netherlands, Belarus, Ukraine, Hungary...
Tyumen Oblast belongs to the regions with the highest investment activity and occupies a leading position in Russia by volume of investments in fixed capital per capita. According to the rating agency "Expert", Tyumen Oblast is classified among regions with minimal economic and financial risk.
