He was born in 1942. After graduating from the Leningrad Mechanical Institute he had been working at the Gorky Machine Works for 15 years, then he was engaged in the party and Soviet work and from October, 1998 to May, 1999 he was RF minister in charge of antimonopoly policy and support of business undertaking. At the present time he is deputy of the State Duma of the Russian Federation and member of the State Duma Industrial Committee. He was decorated with the order of the Red Banner of Labour.
